“To create the fluffy hair look, I might prep the hair with L’Oréal Techni. Artwork Pli, an incredible thermo-modeling spray that can make it easier to get this ’90s fluffy hair,” says Barry Maddocks, UK inventive director for Harringtons. “Then, to get that further raise within the root space, I might use the Pure Circulate 60mm Ceramic Spherical Brush by Kent Brushes,” he says, which helps so as to add form and bounce to the hair.
